The designated operator of the Kingdom of the Netherlands, PostNL, wishes to inform the designated operators of other Union member countries that, in the light of the new import requirements introduced by the latest US executive order dated 30 July 2025, it is temporarily discontinuing the acceptance of open and closed transit items containing goods destined for the United States of America while it investigates alternatives. This measure will take effect on 22 August 2025, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at PostNL’s international mail processing centres will be returned to origin.

Farmers block Federal Highway 200 in Oaxaca: Media sources on August 19 reported that farmers have staged intermittent blockades on Federal Highway 200 near San Andrés Huaxpaltepec, between Pinotepa Nacional and Puerto Escondido in Oaxaca, Mexico, to demand direct federal support for crop losses caused by Hurricane Erik since August 12. The blockades extend to key points including the Río Verde Bridge, Río Grande intersection, and Puerto Escondido International Airport, where access closures caused flight cancellations. The demonstrations will continue until authorities address their demands. Logistics disruptions are likely.

Montenegro 19.08.2025

Air traffic controllers plan strike at Podgorica Airport: Media sources report on August 5 that air traffic controllers of the Air Traffic Control Union (SKL) have planned a strike at Podgorica Airport (IATA: TGD), Montenegro, due to collective bargaining. The strike is set to begin at 23:00 local time on August 19 and end on September 30. The controllers are also members of the air traffic control service for Serbia and Montenegro (SMATSA). It is unclear how many will participate in the strike.

Further to EmIS 121/2025, the designated operator of Thailand, Thailand Post, wishes to inform UPU member countries and their designated operators that postal operations have returned to normal following the re-opening of the post offices in the affected areas.

Sri Lanka 18.08.2025

The designated operator of Sri Lanka, the Department of Posts, wishes to inform Union member countries and their designated operators of trade union action that commenced at 16.00 (local time) on 17 August 2025. As most of its postal employees are members of the unions involved, the Department of Posts will be unable to maintain its regular delivery standards or ensure normal clearance of mail consignments at air and maritime facilities for the duration of the strike. Disruption to services should therefore be expected until further notice.

Several fires are currently active in the following regions and postcode areas of Spain: Cáceres (10XXX), Cádiz (11XXX), Huelva (21XXX), León (24XXX), Ourense (32XXX), Asturias (33XXX), Palencia (34XXX) and Zamora (49XXX). Owing to these fires and resulting roadblocks, disruptions and delays may be experienced in the delivery and collection of mail products in some municipalities of the above postcode areas, especially in small or remote municipalities. Mail products in affected areas will be stored until the situation is back to normal and delivery services can be resumed. This process may also be implemented in other areas potentially affected by fires in the coming days. Correos thanks all countries and their designated operators for their understanding.

The designated operator of the Philippines, Philippine Postal Corporation (PHLPost), respectfully informs Union member countries and their designated operators that it is temporarily suspending the dispatch of all outbound international surface mail from the Philippines, with immediate effect, in accordance with article 17-013 of the Convention Regulations. This decision is driven by the continuous rise in operational and conveyance costs, which is significantly hindering the sustainability of PHLPost’s surface mail services. In view of these circumstances, PHLPost is actively reviewing possible options to identify viable and cost-effective solutions. It is committed to resuming outbound surface mail operations as soon as feasible, and will keep Union member countries informed of developments in this regard.

Philippine Postal Corporation suspends international surface mail service: Intelligence received by Everstream Analytics on August 18 reported that the Philippine Postal Corporation (PHLPost) suspended all outbound international surface mail services from the Philippines. The measure is due to increasing operational and conveyance costs and will remain in effect until further notice.

Technical issues disrupt customs operations at Oslo Gardermoen Airport: Intelligence received by Everstream Analytics on August 18 indicated that a system malfunction caused disruptions to customs operations at the Oslo Gardermoen Airport in Norway on the same day. According to sources, shipments moving through the airport on August 18 were expected to be impacted but operations will likely return to normal by August 19.
