The designated operator of The Netherlands, PostNL, asks us to inform other countries and their designated operators that since 16:06 CET on 4th of August, PostNL is not receiving a data from other designated operators. Due to this issue, delays of EMSEVT from PostNL are to be expected.

Hong Kong 05.08.2025

Hongkong Post, a designated operator of China (specifically for the special administrative region of Hong Kong), wishes to inform Union member countries and their designated operators that a black level rainstorm warning was issued on 5 August 2025 at 5.50 local time. The processing and delivery of all mail (letters, parcels and EMS) will be affected. The impact is expected to last for at least a day upon service resumption, until the backlogs can be cleared.

Storm Floris causes disruptions: Media sources reported on August 4 that Storm Floris, accompanied by heavy winds and rainfall, touched down in parts of Northern Ireland, Scotland, northern Wales, and northern England in the United Kingdom. According to reports, the storm led to flooded roads, downed trees, and caused widespread power outages. Business and logistical disruptions can be expected.

Weather conditions disrupt flight operations at Amsterdam Schiphol Airport: Media sources report on August 5 that severe weather conditions disrupted flight operations at Amsterdam Schiphol Airport (IATA: AMS), Amsterdam, Netherlands, on August 4. According to sources, 406 flights were delayed and 28 cancelled. Further disruptions are to be expected until weather conditions improve.

The designated operator of France, La Poste Group, wishes to inform other Union member countries and their designated operators that, from 1 August 2025, the sending and receipt of PRECON/RESCON flows must be performed via a single electronic data interchange (EDI) mailbox (FR102) for all mail flows (letter-post, parcel-post and EMS items).

Costa Rica 04.08.2025

The designated operator of Costa Rica, Correos de Costa Rica, wishes to inform other Union member countries and their designated operators that, on Friday, 1 August 2025 at 19.00 local time, it began deploying a new version of IPS and CDS, and is working on the interface between these solutions and its internal IT systems. As a result, quality of service and electronic data interchange are likely to be disrupted. Every effort will be made to ensure that the transmission of events is restored to normal as quickly as possible.

Heavy rainfall causes flooding in Uttar Pradesh : Media sources reported that heavy rainfall caused flooding in several parts of Uttar Pradesh, India, displacing over 84,000 people and damaging more than 4,000 hectares of land on August 2. Affected regions include Kanpur Nagar, Lakhimpur Kheri, Agra, Auraiya, Chitrakoot, Ballia, Banda, Ghazipur, Mirzapur, Prayagraj, Varanasi, Chandauli, Jalaun, Kanpur Dehat, Hamirpur, Etawah, and Fatehpur. Floodwater damaged roadways, leading to traffic and logistics congestion. Lingering disruptions are likely until weather conditions improve.

The designated operator of Switzerland, Swiss Post, asks us to inform other countries and their designated operators that they are about to switch the transmission of EMSEVT events from its bespoken IT system to UPU IPS starting from 4. August 2025. The procedure is defined in such a way that one event after the other is switched over, starting with the events that are less relevant for delivery time measurements and ending with the “Start the Clock” and “Stop the Clock” events. During the transition phase, it will be unavoidable for certain events to be sent twice, firstly by the Swiss Post bespoken IT system and secondly by UPU IPS.

Further to EmIS 089/2025, the designated operator of Grenada, Grenada Postal Corporation, wishes to inform Union member countries and their designated operators that all postal activities have now returned to normal. It should be noted, however, that the interim policy put into place may cause service and communication delays.
