The designated operator of Cabo Verde, Correios de Cabo Verde, wishes to inform the designated operators of other Union member countries that, following the storm and heavy rains that hit São Vicente Island on 11 August 2025 in the early hours of the morning, the post offices in São Vicente will be temporarily closed. The processing and delivery of all mail (letters, parcels and EMS) will be affected.

Belgium 12.08.2025

The designated operator of Belgium, bpost, wishes to inform Union member countries and their designated operators that, in the light of the new import requirements introduced by the US executive order dated 30 July 2025, it will no longer accept open or closed transit items containing goods destined for the United States of America. This measure will take effect on 20 August 2025, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at bpost’s international mail processing centres will be returned to origin.

Germany 11.08.2025

Germany, Deutsche Post AG, inform that, in the light of the new import requirements introduced by the US executive order dated 30 July 2025, it will no longer accept open or closed transit items containing goods destined for the United States of America. This measure will take effect on 20 August 2025, in accordance with article 17-013 of the Convention Regulations.

Any transit or misrouted items containing goods that are destined for the United States and arrive at Deutsche Post’s international mail processing centres (IMPCs) will be returned to origin.

Thailand 08.08.2025

Further to EmIS 123/2025, the designated operator of Thailand, Thailand Post, wishes to inform UPU member countries and their designated operators that postal operations in the northern part of Thailand, specifically in Nan (55XXX) and Chiangrai (57XXX) provinces, have resumed as normal.

Hong Kong 08.08.2025

Further to EmIS 128/2025, Hongkong Post, a designated operator of China (specifically for the special administrative region of Hong Kong), wishes to inform Union member countries and their designated operators that the processing and delivery of all mail (letters, parcels and EMS) have resumed as normal with effect from 7 August 2025.

United States of America 07.08.2025

The UPU International Bureau (IB) wishes to inform Union member countries and their designated operators (DOs) that it is actively analyzing the recent executive order (EO) issued by the President of the United States of America on 30 July 2025, which is scheduled to take effect on 29 August 2025. This EO suspends the de minimis duty-free exemption for international postal shipments containing goods from other UPU member countries and establishes a specific methodology for collection and remittance of customs duties, thus potentially affecting DOs that currently dispatch postal items containing goods to the United States. The IB is conducting an internal assessment and engaging with US authorities and other relevant stakeholders, with a view to better understanding the practical implications of the EO for the exchange of international postal items containing goods (bearing in mind the relevant provisions of the UPU Acts).The IB is also exploring potential approaches to ensure the continuity of international postal flows. In more specific terms, the IB is aiming to gather comprehensive information to provide Union member countries and their DOs with a detailed assessment and, as appropriate, recommended next steps and potential operational solutions within the coming days/weeks.

Aviation worker unions threaten nationwide strike: Local media sources indicated that aviation worker unions in Nigeria have threatened to shut down ground operations nationwide over unresolved salary disputes and poor working conditions, earliest from August 7. Workers of the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), National Union of Air Transport Employees (NUATE), Association of Nigeria Aviation Professionals (ANAP), and the Amalgamated Union of Public Corporations, Civil Service, Technical and Recreational Services Employees (AUPCTRE) may participate in the strike. Logistics delays are expected if work stoppages occur.

United States of America 06.08.2025

Authorities issue ground stop for United Airlines flights: Media sources on August 6 reported that the Federal Aviation Administration issued a ground stop for United Airlines flights across the United States due to a technical glitch on the evening of same day. The ground stop was issued at major airports including Newark Liberty International Airport (IATA: EWR), Denver International Airport (IATA: DEN), George Bush Intercontinental Airport (IATA: IAH), and Chicago O’Hare International Airport (IATA: ORD). Sources indicate that at least 827 flights have been delayed and 23 have been canceled. The ground stop was lifted following the resolution of the issue at 21:00 local time on the same day, but delays continued through the evening.

Heavy rain hits parts of Bengaluru: Media sources reported on August 7 that overnight heavy rainfall led to widespread waterlogging and traffic disruption across Bengaluru, Karnataka, India, since the night of August 6. The floods have also caused roadway and traffic disruptions. Affected roads include stretches from Vaddarapalya to Hennur, Geddalahalli, and the Ramamurthy Nagar–Kasturi Nagar service road. The India Meteorological Department expects continued rain through the week. Disruptions to businesses and logistics are expected until the weather conditions improve.
