Thailand

Thailand Post has advised that as a result of a significant number of new COVID-19 infections detected in Thailand, the Government of Thailand has extended the nationwide state of emergency until 30 September 2021. The wide-ranging restrictions in force include a curfew (21.00 to 4.00) in 10 provinces (Bangkok, Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Songkhla, Narathiwat, Pattani and Yala), limits on opening hours for some venues, and telework measures.

Thailand Post will continue to provide postal services but will be operating with a reduced workforce and in line with the new restrictions and safety guidelines. This state of emergency and curfew may have impacts on mail processing for international inbound and outbound items and on agreed service delivery standards applicable under UPU provisions and related bilateral and multilateral agreements. Thailand Post is therefore unable to guarantee compliance with the agreed standards. Furthermore, the open cases of force majeure already invoked with respect to quality of service and the quality link to remuneration for all categories of mail items will continue to apply until further notice.

Moreover, owing to the reduced number of outbound flights, Thailand Post would like to reiterate that transit services (both open and closed) for all categories of mail (letter-post, parcel-post and EMS items) remain suspended. In case of mails received in transit during the suspension, Thailand Post will contact partner Posts for necessary arrangements, to be mutually agreed.

Thailand

Thailand Post has confirmed that following a number of confirmed cases of COVID-19 among the Thailand Post workforce, post offices in various parts of the country have been temporarily closed in accordance with government measures. During this period, Thailand Post will continue to provide postal services and will work with local authorities to manage the situation and make necessary adjustments to ensure the delivery and processing of inbound and outbound mail. However, with a reduced workforce, Thailand Post is unable to guarantee compliance with the agreed standards. Designated operators are kindly invited to inform their customers of possible delays resulting from this situation.

Thailand

Thailand Post has advised that cases of COVID-19 have been confirmed among operating staff handling inbound letter-post items at the Laksi mail processing centre.

Quarantine and other public health measures have been implemented at the Laksi mail processing centre, resulting in a reduction in the workforce. Delays are therefore to be expected in the processing, customs clearance and delivery of all inbound letter-post services destined for Thailand. Thailand Post suggests that designated operators inform their customers of possible delays resulting from this situation.

Thailand Post would also like to indicate that the backlog resulting from the temporary closure of the Suvarnabhumi office of exchange has been cleared and operations at the OE have returned to normal.

Thailand

Thailand Post has advised that the situation at the Suvarnabhumi office of exchange (OE) following the resumption of operations on 6 May 2021.

In accordance with the measures and guidelines set out by the Ministry of Public Health, some staff members are in self-quarantine. As a result of the reduced workforce, there are backlogs at the OE warehouse, resulting in mail processing delays for both inbound and outbound mail.

Staff are making every effort to clear the backlogs. However, Thailand Post suggests that designated operators inform their customers of possible delays resulting from this situation.

Thailand

Thailand Post has advised that the Suvarnabhumi office of exchange has reopened and normal operations have resumed, effective from 6 May 2021.

Thailand Post thanks all Union member countries and their designated operators for their understanding.
