Truck drivers launch indefinite strike across Indore: Media sources reported on October 6 that the Association of Parcel Transport & Freight Owners, Indore Truck Operator & Transport Association, and Dewas Naka Welfare Association in Indore, India, began an indefinite strike to protest new no-entry restrictions on heavy vehicles imposed by authorities. Transporters have stopped booking and delivering goods until the previous rules return. The strike is expected to severely impact freight bookings and deliveries across Indore’s commercial hubs and disrupt businesses until a resolution is reached.

Heavy rainfall causes flooding in Darjeeling: Media sources on October 5 reported that heavy rains in Darjeeling, West Bengal, India, caused landslides and flooding, killing at least 17 people and damaging roads and infrastructure. The Dudia Iron Bridge collapsed, key routes were blocked, and several trains were canceled. Rescue operations are underway, with a red alert for heavy rain in Darjeeling and Kalimpong until at least October 6. Disruptions to transport and businesses are expected until weather conditions improve.

Typhoon Matmo causes flooding in Guangdong: Media sources reported that heavy rainfall from Typhoon Matmo caused flooding in parts of southern Guangdong Province, China, on the afternoon and evening of October 5. Flooding has affected several areas, including parts of Zhanjiang, Maoming, Leizhou, Xuwen, and Wuchuan, among others. Authorities have suspended transportation and commercial activities across the cities. Strong and gusty winds have also caused disruptions to logistics and transportation. Additionally, authorities have evacuated 150,000 people from parts of Guangdong Province. Disruptions to businesses and logistics are expected.

The Canada Border Services Agency (CBSA) is currently experiencing a system outage that is causing significant delays for carriers at all land and air ports of entry.
CBSA has confirmed it has identified the root cause and is actively working toward a resolution, though no estimated timeline for full restoration has been shared at this time.

In the interim, carriers approaching the border are encouraged to follow CBSA’s System Outage Contingency Plan and carry paper copies of all required documentation to avoid further disruption.

Slovakia 30.09.2025

Further to EmIS 052/2025 and 056/2025, the designated operator of Slovakia, Slovenská pošta, wishes to inform Union member countries and their designated operators that the situation regarding foot-and-mouth disease in Slovakia has improved significantly. In this regard, since the emergency situation declared by the Slovak government on 25 March 2025 in response to the outbreak, veterinary authorities have been monitoring the evolution of the disease, and no new major outbreaks have been confirmed. Most of the exceptional restrictions have now been lifted. However, the full restoration of postal and logistical services will only be possible once the emergency situation has been completely and officially terminated, which is not yet the case. The situation is nevertheless significantly better and already very close to normal. Slovenská pošta will continue to act in line with veterinary guidance and national health regulations, which means that some residual preventive and localized measures may still remain in place.

The designated operator of Madagascar, Paositra Malagasy, wishes to inform Union member countries and their designated operators that postal services have been disrupted in Madagascar as a result of the demonstrations that have been taking place in most of the country’s towns and cities since Thursday, 25 September 2025. Delays are to be expected in the processing and delivery of inbound and outbound postal items (EMS, parcels and letter post), and in the capturing and transmission of event-related data. All delivery and export areas are affected.

Heavy rainfall causes flooding in Cao Bang: Media sources on September 30 report that heavy rainfall caused flooding in Cao Bang City, Vietnam on September 29. The affected areas include Thuc Phán Ward and the Kim Ðong. Floodwaters have inundated roads and residential areas, forcing residents to evacuate. Rising river levels have damaged over 30 hectares of crops and submerged low-lying buildings. Strong currents and high-water levels have resulted in property damage and traffic disruptions. Lingering disruptions are anticipated.
