The designated operator of Türkiye, Turkish PTT Corporation, wishes to inform the designated operators of other UPU member countries that, in accordance with UPU Convention article 20, new national customs regulations came into force on 20 October 2025 affecting certain imports. Under these regulations, international postal items destined for Türkiye containing shoes, toys and leathercraft products (including bags and suitcases made of real or artificial leather) are subject to detailed/full import customs declaration, regardless of the content value or quantity. This regulation does not constitute a restriction or prohibition on the importation of such items. These products can continue to be sent to Türkiye; however, they will not be processed under the simplified customs declaration procedure applicable to other postal imports. Before customs duties are paid, a detailed or full import customs declaration must be submitted to the Turkish Customs Administration by a licensed customs consultant or broker, acting on behalf of the addressee, in order to complete the customs clearance process. This may result in additional costs for addressees, who must make the necessary arrangements with a customs consultant. Under Turkish customs law, only customs consultants are authorized to submit detailed import declarations to the Customs Administration of Türkiye. This process cannot be performed by the addressee, the postal operator, or transport companies. When postal items containing shoes, toys or leathercraft products arrive in Türkiye, Turkish Post will inform the addressee of the customs clearance requirements via telegram and SMS (where a mobile telephone number is available). Once the addressee’s contracted customs consultant has submitted the import declaration to Customs, the relevant duties will be assessed and collected prior to delivery. It should also be noted that the detailed import declaration cannot be prepared or submitted by Turkish Post using electronic advance data (EDI messages such as ITMATT V1 or EMSEVT V3) transmitted by the sending designated operator. The declaration must be prepared and submitted exclusively by a customs consultant following agreement with the addressee, who will provide any additional data required for the customs process. This measure applies without regional exemptions; therefore, items originating from any country, including those with trade agreements with Türkiye, are subject to this regulation when they contain the aforementioned goods. Turkish PTT Corporation would like to clarify that the responsibility of the addressee is limited to appointing a customs consultant, and does not extend to directly preparing or submitting the declaration.

Air Traffic Safety Electronics Personnel to go on indefinite strike: Media sources report on October 28 that Air Traffic Safety Electronics Personnel (ATSEP) will go on an indefinite nationwide strike in Ghana from October 30 over a collective bargaining issue. The strike action threatens to severely disrupt both domestic and international air travel, affecting thousands of passengers and local and international airline operators. Disruptions to flight operations are expected.

Aviation worker unions announce strike at airports: Media sources report on October 20 that aviation workers’ unions plan to stage a 24-hour nationwide strike at airports in Italy, beginning at 00:00 local time on October 29. The strike has been called due to working conditions, shifts, and operational safety at airports. Ground handling operations at Milan Malpensa and Milan Linate are expected to be affected during the strike. Swissport Italia workers will also strike at Milan Linate Airport. Pisa and Florence airports, as well as Rome Fiumicino Airport and Milan Malpensa Airport, will also be affected.

These measures have been implemented to protect staff and safeguard the postal network to the extent possible. Consequently, delays are to be expected in the processing and delivery of mail and all associated services. The situation will be monitored and updates will be provided, including escalation to a force majeure event.

Hurricane Melissa causes floods in Cuba: Media sources reported that Hurricane Melissa caused widespread flooding and disruptions in the Granma, Santiago de Cuba, Guantánamo, Holguín, Las Tunas, and Camagüey provinces of Cuba. Damages to roadways and buildings, as well as widespread power interruptions, have been reported. Local authorities have declared a state of alert for storms and floods due to Hurricane Melissa on October 29.Further disruptions are likely until weather conditions improve.

International postal items destined for Türkiye containing shoes, toys and leather goods (bags and suitcases made of real or artificial leather) now require full, detailed import customs declarations, regardless of content value and amount. In addition to payment of customs duty, addressees must arrange for a full, detailed import customs declaration to be submitted to the Turkish Customs Administration by a customs consultant in order to complete the customs clearance process. This may result in additional costs for addressees to receive their shipment.

Truck drivers plan strike at Kolasib, Mizoram: Media sources reported on October 20 that truck drivers in the Kolasib area of Mizoram, India, are planning four days of strike action and protests in the Kolasib district beginning October 23. Drivers are demanding a solution to the deterioration of the 306 highway in the area. Disruptions are expected during the protest.

Georgia 23.10.2025

The designated operator of Georgia, Georgian Post, wishes to inform the designated operators of other Union member countries that, in the light of the new import requirements introduced by the US executive order of 30 July 2025, it is suspending the acceptance of open or closed transit items containing goods destined for the United States of America. This measure took effect on 1 September 2025 and will remain in place until further notice, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at Georgian Post’s international mail processing centres will be returned to origin.
