United Kingdom 25.08.2025

Further to EmIS 146/2025, the designated operator of the United Kingdom of Great Britain and Northern Ireland, Royal Mail, wishes to provide Union member countries and their designated operators with the following update: • For all tracked letters and registered packets whose journey began after 11 August 2025, EMSEVT scans have been transmitted correctly to postal operators and the global electronic data interchange (EDI) network; • For items whose journey began before 11 August, any EMSEVT scans generated from the afternoon of 20 August onwards are now being transmitted as normal. A fix was applied on the evening of 20 August and appears to be effective; • A gap remains regarding items that began their journey before 11 August and were processed or delivered in the United Kingdom between 11 and 20 August. For these items, EMSEVT scans were not transmitted as expected, although tracking information remains visible via the Royal Mail track-and-trace system. Royal Mail will continue to review the situation next week and explore options to recover and transmit as many of the missing scan events as possible. In addition, Royal Mail has identified a separate issue affecting EMS items and parcels delivered via Parcelforce after 11 August. In some cases, duplicate events are being returned (e.g. two EMDs and two EMFs with the same date and time stamp but different IMPC codes). This matter is being investigated by Royal Mail’s IT suppliers.

Thailand 25.08.2025

The designated operator of Thailand, Thailand Post, wishes to inform Union member countries and their designated operators that, in the light of the new import requirements introduced by the US executive order of 30 July 2025, it is suspending the acceptance of open and closed transit items containing goods destined for the United States of America. This measure will be effective from 22 August 2025 and until further notice, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at Thailand Post’s international mail processing centres will be returned to origin.

Sri Lanka 25.08.2025

Further to EmIS 150/2025, the designated operator of Sri Lanka, the Department of Posts, wishes to inform other Union member countries and their designated operators that the trade union action that began on 17 August 2025 ended on 24 August 2025 at 16.00 local time. All mail operations have now returned to normal.

Slovakia 25.08.2025

The designated operator of Slovakia, Slovenská pošta, wishes to inform Union member countries and their designated operators that, in the light of the new import requirements introduced by the US executive order of 30 July 2025, it is suspending the acceptance of open and closed transit items containing goods destined for the United States of America. This measure will be effective from 25 August 2025 and until further notice, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at Slovenská pošta’s international mail processing centres will be returned to origin.

Samoa 25.08.2025

The designated operator of Samoa, Samoa Post, wishes to inform Union member countries and their designated operators that, in the light of the new import requirements introduced by the US executive order of 30 July 2025, it is suspending the acceptance of open and closed transit items containing goods destined for the United States of America. This measure will be effective from 24 August 2025 and until further notice, in accordance with article 17-013 of the Convention Regulations. Any transit or misrouted items containing goods that are destined for the United States and arrive at Samoa Post’s international mail processing centres will be returned to origin.
